It can, if you don't have over a certain GPA you won't be allowed to go through the recruitment process at all (no exceptions) and each chapter has its own GPA requirement, although sometimes they do stray from the because its not the most important thing to them. However, they tend to stay fairly strict with it. Hope that helps!
