This entire site is dedicated to ranking greek organizations by tier. By raising dues over time, greek organizations are limiting the number of students of color who can join such organizations (a generalization, but an accurate one). And yet, raising dues is the way people on this site rank fraternities and sororities by tier. Similarly, IFC and ISC organizations compete with NPHC organizations and others for members of color already. Basically, the already small pool of students of color rushing is filtered down by these conditions, leaving few for fraternities and sororities to give bids to. It's a positive feedback loop.
