That's not what quota is. Quota is the maximum number of new members a house can take, not a required minimum. No sorority is required to take anyone. There are separate quotas for freshmen and upperclassmen so that upperclassmen don't have to compete with freshmen, who are generally more desired. Quota is based on how many pnm's sign cards after pref. Number of pnm's signing cards divided by the number of sororities = quota for each house. There will be a quota for freshmen and one for upperclassmen. Then there is quota plus, which ensures that every pnm who stays through pref and ranks each of her pref houses (even if she only has the one) will get a bid, even if it puts a house over quota.
