Top tiers are pretty satisfied with the status quo because it reinforces the hierarchy. Middle tiers like it that other houses struggle because it makes them feel superior, they are invested in maintaining the marginal status of lower tiers. Any new sorority would challenge the mid-tiers, so the middle tier houses vote in the ISC against expansion. If the new sorority were in fact a re-founded sorority with alumni and maybe a house (like Phi Mu), then they would threaten the top tier too eventually.
