Is there a "dibs" agreement between panhel and either Phi Mu or Alpha Omicron Pi, meaning one of them has the first right to return (or refuse to return) to campus if a new group is required? Some campuses allow a sorority group who is leaving "dibs" rights to be the first group allowed back onto campus when another group is eventually required. A sorority will, in that case, keep its house and lease it to another group until they return. PM left UVA in 2007, and AOII in 1997, so I would think PM has the clearest shot if "dibs" is in play as they more likely still own their house.
