That's not how it works. New houses are brought on when PNM's are accepting bids to the point where all the new members classes grow in size year after year and it becomes necessary to offer another option. When all houses are thriving and growing it means the demand is huge and time to bring on another sorority. The demand comes first, not the other way around. When girls are dropping, or a certain chapter is struggling, adding another chapter weakens the whole system. Also, it is not panhellenic's decision to make any chapter leave; that is only for the sorority's national to decide. As far as Phi Mu or AOPi, panhellenic can't just decide to bring on a certain sorority. All national sororities are invited to express interest, and the ones that do must all be considered. They would all state their case for being the one to come on, and panhellenic would make a short list, a few nationals would be invited to come on campus to make presentations, and then panhellenic would decide which one to come on. When and if the time comes, there would be no guarantee that Phi Mu or AOPi would be in a position to add a chapter here at that time. If they are committed elsewhere with other new colonization efforts, or couldn't support housing here for a new chapter, they might take a pass. They don't come on without intending to be successful, so the timing has to be right for everyone concerned.
