I agree with Jess, except I wouldnt put Sigma Chi on top. They have fallen. 2 bad pledge classes in a row. They're still ok though. LXA is top tier, sure they dont party much, but they have a lot of involvement. 6 FC counselors, 5 orientation guides, homecoming champs for 2 years in a row, chapter of the year. ATO is also on the top, but for different reasons. Best parties, hottest/fratiest guys, some campus involvement. I would also put SAE on top because of their frattiness that is on par with SEC frats.
