This is actually not the case... Some chapters are not allowed to drop legacies due to National requirements. Also it is not easy to just make a chapter bigger. Nationals set a quota for a certain Chapter at Memphis and they must meet quota but cannot exceed far beyond that number. Memphis sororities took in the normal number of pledges as in years prior (some actually a lower number). I know GREAT girls who received bids to all different houses at U of M.
