That formula for quota is not quite the whole story. When OP was rushing there was no Quota Plus, which means that some girls ended up not getting a bid at all when their ranks after prefs did not match up to the houses' bid lists before they reached quota. It was brutal and some great girls did not get placed at all. Nowadays we have Quota Plus, allowing houses to take more than quota to ensure that every girl who ranks all houses at pref is guaranteed a bid. She may not get her top choice this way, but then again she might. Girls who SIP are not eligible to be a quota addition.
