I can't believe you're asking this question. You will find it's a HUGE double standard for frats and sororities. Frats can have alcohol and in fact most do have a ton of alcohol at all times with frequent parties. Girls can and do shack all the time. Sororities are banned from alcohol and if they find you have any you get sent to standards and disciplined and fined and kicked out. Guys aren't allowed upstairs or down and no of course they can't stay over. Again, standards and get kicked out. So you can see that frats have all the power. They decided what sororities they want to hang out with and only invite certain girls to their parties and pre-games. The frats decide who the top houses are and if your house isn't it, your SOL as they say
