So every chapter has a quota of how many PNMs they should extend bids to the end of recruitment. Usually it is around 55 to 65. Making quota is a big deal. If you can't make quote at the end of recruitment you had a bad recruitment. So if a chapter ends up below quota they do snap bids. Which are when you extend bids to PNMs that you dropped previously in the week. This allows a chapter to make quota. But they dont get the best girls. Because the best girls already got bids. Last year PiPhi, ChiO, GPhi and SKappa had to do snap bids.
