I am sure it is slightly different at every sorority, so you should look at your sorority national standards. I know that ours allows the chapter to vote on a transfer, but you basically have to have a damn good reason to not accept the transfer. Your friend might have a different experience depending on her year in college. A lot of sophomores rush and do just fine, but any higher than that and it might be tougher to get the chapter you want.
