This year they didn't let people take larger number and have other numbers smaller like the past. So a lot of girls who wanted other places got Theta/Kappa/Etc. If people got them as their second choice and decided to drop (which happens to a few in most chapters) they will most likely do COB. Based on this recruitment, I am assuming Theta will/has already done COB.
