Although A Phi was bottom tier many years ago, they had some quality members even then, and they built on that. Plus they have always had a lovely chapter house. Also, A Phi as a national org is strong in the west and especially in California, so the California girls coming in may have had a stronger interest in it than they might otherwise. I don't know the specifics, I'm just speculating. But you could see that they had potential many years ago when they were bottom tier.
