Because of the # of sororities it makes sense that there are two per tier and that they wouldn’t be clustered at the top. DG is without a doubt more similar to chi o in terms of tier than aphi and pi phi, both chi o and DG cross rush with pi phi and aphi but fall below them in terms of rush performance/exclusivity. Idk why Kappa keeps getting on here and trying to squeeze into the top tier but they are solidly upper mid tier. No one sees them as a top house besides themselves.
