I wouldn't say lower tier frats are a deterrent, but higher tier frats are an attractor. A not so attractive/interesting/cool guy in a high tier frat can still pull (never underestimate the power of a formal invitation) but the same guy in a lower tier frat would have a much harder time. If you are at all attractive, interesting or cool you will be able to pull no matter what house you are in.
