The right and privilege to perform COB belongs to any sorority not receiving their full allotment of members. COB recruitment and informal recruitment operate differently than Formal Recruitment. Each sorority makes their own decision whether and how to gain additional members thru either COB or informal methods. Sometimes it seems sorority recruitment is done in a manner commonly referred to as "secret", a description used often by GDI's but not by the sororities. Describing something as "secret" does not make it so. Perhaps a better term is "selective".
