Basically this. they dont really compete much during recruitment because they while they attract the same type of girl from a looks perspective, the personalities of the houses are VERY different. They do a lot of social events together, as well as things like ritual (Dont they have the same founder's day?) If you went to their Philo events, Pi Phi's is usually like a party with costumes and stuff like Kappa's is much more serious. That's okay: they want different girls. Its mostly just other houses causing problems/hating.
