You are on your own to make a choice about what to do. I am sad that nobody in authority has stepped up to help with the choice that you have to make whether to accept the bid or not. All I can say is don't sign anything or agree to anything with some assurance from an authority figure at the national level as to what is going on. The local is being totally disrespected too.
