Doesn't Cal have a have a maximum house total of 135 women per each sorority? FOR EXAMPLE ONLY: This means a sorority starting with 115 members in Fall 2016 and taking 55 additional new members in recruitment would have 170 members after Fall 2016 initiation. Then, that same sorority may lose 25 women to December 2016 graduation as well as 10 women to Spring 2017 overseas student opportunities, leaving the sorority with 135 members and no opportunity to Spring 2017 COB because they are exactly at Cal's 135 women per house total. I can logically see how a majority of Cal groups are, due to the large Fall 2016 recruitment numbers, either at or over the 135 number meaning those groups cannot COB this Spring. Some years the numbers just work that way, and thus fewer women are offered Spring COB bids. Cal's panhellenic might want to consider raising house total, but that won't solve the super-secret shady COB perception.
