Our house usually does COB for a good sized Spring pledge class (7-10), but says to expect 3 or 4 spots this year. No Panhellenic numbers yet so could be wrong. Honestly I rushed as an upper class men and had been to some secret COBs my freshman year and thought it was shady. But in reality, it takes a lot of time and money to do an open, full COB. I don't want to discourage PNMs, but getting almost 150 girls together, coordinated, and recruiting for 3 or 4 bids is not fair for anyone in the situation (recruiting side and PNM side)-- it wastes a lot of time. It's overall easier and more fair when there's less bids to do casual, invite only COB. It SUCKS of course to think that you're not giving everyone a chance, but upwards of 100-200 girls can show up to an open COB and that's 2-4% chance of getting a bid.
