Sororities must take quota if they can. If they are still below total, then they can take more. If a house doesn't make quota it is because not enough of the girls on their bid list put them first. A PNM is going to get her first choice house on pref night unless she is so far down their list and there is no "room" for her because they are at or above total with girls already selected on the bid list. Houses can't tell panhell that they want to take less people. Low rate of return+being the second choice on pref=small pledge class.
