If that happened wow, that’s pretty screwed up they should have let pi phi get a whole chapter first, but to answer the original question they would probably have to do informal like pi phi did when they came l, you can’t really do formal recruitment without anyone in your chapter. Their first class will be picked by their nationals, and I doubt they would let anyone that was involved in the old chapter help. I’m a little surprised their nationals even wanted to come back
