Phi Delt will lose their house sooner rather than later and they are stagnant in their growth. On the other hand that means that they are established and will remain consistent for the years to come which could be a good thing. Kappa Sig doesn't have a house nor will they for the forseeable future, but they are equal to Phi Delt without it. They are also getting better each semester as current trends go, so if you want want that potential and work aspect go for it. As far as social goes, they are both the same and mix with the same sororities so just pick whichever one you vibe with the most, which seems to be kappa sig from what you've written.
