The only way that you don't receive a bid after pref is if you do not list all sororities who you attended pref parties for on your pref sheet. Example: You attend pref at Sorority A and Sorority B. You list 1.A 2.B on your sheet. This is called maximizing your options and you are guaranteed a bid to one of these houses. If you only list 1.A and you do not list B, then you would be taking a risk of not receiving a bid if you are not high enough on A's bid list before they reach quota.
