The reason that a lot of houses will be doing spring recruitment is due to the number of December graduating seniors. If twelve girls graduate, then that would put a chapter under quota (i.e. they have to take on new girls in the spring.) This spring recruitment will be unique in that there will be a bid day, making this recruitment more formal than usual spring rush. Almost all of the chapters will be participating, but there isn't a final count on who all will be participating. It has nothing to do with which chapters are top, it has to do with the higher quotas Panhellenic implemented.
