Because it's not about reaching quotas early. It's about getting quality pledges. KA focuses too hard on trying to beat everyone in numbers and thats why their brothers over the last few years have gotten worse. Fraternities like Fiji, Theta Chi, Beta, and Lambda Chi are getting better pledge classes than KA because they're bidding on the quality of each individual rushee and not trying to score a number.
