Chapters that need to fill their membership, and by need I mean they need to advertise and recruit and hold events. Otherwise, chapters don't have to announce if they are offering bids or not, they just do it or not. There's no secret private cob list going around. Just because a chapter is under total by a few doesn't mean they want to fill the spots, some chapters are large enough and honestly taking spring new members is kind of a pain.
