Are y’all even in sororities! I think you are confusing RFM and quota. Quota is basically the number of PNMs who sign their MRABAs divided by the number of chapters. 100 PNMs sign MRABAs, there are 5 chapters, quota is 20. Quota is the same for all chapters. Quota additions will vary, which is why everyone doesn’t have the same number of new members. RFM determines how many PNMs your chapter can ask back and it IS based on historical data. A sorority that has a higher return rate over X amount of years, 2 or 3, ( everyone wants to go back there) will have to release more girls.
