This is not true. The quotas for pref and return rates throughout the week are based on historical sorority data regarding retention and conversion to initiation. This is why a sorority with a lower conversion rate offers more bids (e.g. sorority X has 10% of members drop before initiation, so they are allowed a higher bid quota). Sororities with very high rush return rates also have lower cut numbers each round (e.g. sorority Y with 98% return rate asks back fewer girls to Sisterhood than does sorority X with a 60% return rate).
