The smaller the PC=/= the better the return rate. How do you people come up with this nonsense? A smaller the pledge class would be an indication of a chapter’s miscalculation during their ranking of PNMs on their bid list. What probably happened was that the chapters were given a ball park estimate of what quota would be, and AGD ordered the lower of the numbers for their bid day goodies. I imagine when Panhellenic updated the quota estimate they ordered more gifts that will arrive soon. It happens sometimes if you don’t take the higher number and order extras.
