Snap bids are RARE. Pnm's should not think they can get one. They are flukes, not a regular occurrence. A house has to snap bid if too many pnms' drop them, not because they dropped too many pnm's. A snap bid would go to a girl who a house wanted to have back but she dropped them or dropped out of recruitment, not to a girl who the house released. So you can see that a pnm who drops before pref because she doesn't like the houses she has left would only get a snap bid from one of those same houses.
