Of course it's allowed, and the only disadvantage would be if it didn't work out for you. Could you move forward at your new school if you didn't get a house you really wanted? At this point, it is not about you being from so far out of state as it is that you will be a junior. Your college grades and honors and involvement are super important as well as good recs, and some houses will automatically cut you for not being a freshman. But you still have a chance. If you are open-minded and understand not to take anything personally then you should rush.
