Legacy bids are not the reason your daughter didn't get her first choice. Legacies do get an extra look during recruitment, but they do not automatically get a bid by any means. 1) Not all legacies are carried to the pref round. Only legacies that are the perfect fit are invited to pref because they do go to the top of the bid list, so chapters have to be absolutely sure. Many legacies are released before pref for this reason. 2) Not all legacies rank their legacy house first on their card. The matching process will try to match with their first ranked house, whatever house that is. Any girl who gets invited to pref is wanted by that house, but houses are bound by quota so that's the reality.
