I attend UTK & we just got houses a few years ago. UT is enclosed by a river and downtown Knoxville and the highway so there isn't any land to develop. Our houses were placed on the edge of campus which sucks because we can't even park (lack of space) in the village unless you live in a house & the bus system takes forever to go around campus and drop off/pick up there. You end up having to drive and park across the street (if there's room). So we had a lack of space problem, and we still had them built. It's a pain, but they are there. Also, each house was between 3 and 5 million I believe and sororities had to come up with several million and then the university paid the rest with that amount to be paid back over several years. Ny advice would be to do lodges. Have a meeting space, dining room, and some extra room to work on banners/competitions/etc, but don't live in them. That way girls can eat meals and get to see each other frequently, but you take away the cost of in house living and all the stress of filling houses etc
