First, don't call them "frats" or else you'll get weird looks. They're called fraternities. To answer you're question, they simply don't need to do spring rush like the others do. With the exception of Fiji, those four are the only ones that can hold a strong enough summer rush to get the numbers they want without having to also do spring rush. Fiji just likes having an absurdly large fraternity, so they host spring and summer rush even though they don't need to.
