Getting a few good girls doesn't mean they won't do COB. It's all based on the numbers. So say 10 seniors are going to end up graduating early.. They need to fill those 10 spots to meet quota during winter and spring COB. So a chapter could have the largest pledge class and still do COB. It all just depends so doing COB doesn't mean a chapter didn't do well during recruitment.
