You shouldn't necessarily be rushing to be part of a 'top tier' sorority. You should be rushing in hopes to find girls you genuinely admire and connect with on more than just superficial stuff like looks and partying. These girls will potentially shape you into the person you become for the rest of your life, so focusing on something as superficial like ranking based on hotness or perceived personality type is counterproductive.
