These are the worst rankings I have ever seen. Theta Chi is a joke and is regarded as bottom tier by everyone. Delta Sig and Delta Chi are as irrelevant as you can get. TKE is falling apart, lost a ton of people, and got zero pledges recently. Sigma Nu as a top tier makes me laugh almost as much as putting D Chi up there. I'm not even going to continue. Whoever wrote this is trolling.
