Tiers are silly and are almost entirely about which fraternities will do social events with which sororities, which is based almost entirely on tradition and which house is percieved to be better looking. It used to be the case years ago that there was more of a difference between top and bottom tier that had to do with how big a chapter was. I've seen old Greek grade reports where some sororities had 60+ more sisters than the housed considered lower tier. Nowadays, the houses are all basically the same size and its not like you can really tell which house a woman is in by looking at her. But, traditions die hard!
