There is no pre-determined number of slots in sororities. The number in each new member class each year ("quota") goes up if more women choose to rush and accept the invitations they are offered. Some women may ultimately not receive invitations from any of the chapters at all but this is relatively rare, and most women who start rush but don't get a bid drop out on their own when they don't like the invitations they get. Point being, if 1000 women get to prefs, then quota is roughly 1000/16. If 400 women get to prefs, then quota is 400/16. Not being invited to join an organization is not the same as being bullied. And not being invited to join the particular sorority/sororities you want us definitely not bullying.
