No, you are not. In order to be eligible for quota addition, you must rank all chapters at which you attend Prefs. if you leave the third chapter off, you are not maximizing your options, and so are not eligible. If you don't end up getting a bid, you would still be eligible for a snap bid (where a totally different chapter who doesn't make quota can call you on bid day and offer you a bid), but if you didn't get a bid to either of the two chapters you ranked, that means they both hit quota (before they got to your name on the list) and and are unable to offer snap bids.
