The reason you get more than what is set as quote is because of quota additions, not because sororities give out more bids than others. After the houses submit their bid lists and girls are matched, there are girls remaining who maximized their options but were not high enough on a bid list to receive a bid. However, since they maximized their options, they will be placed in one of the houses they signed to. That is called a quota addition and encourages PNMs not to suicide.
