Quota is set on more than just the number of women who sign their MRABA and the number of chapters. There's a whole bunch more math that goes into it. Also, if women maximize their options, they aren't going to NOT get a bid. That's the way RFM works. Sororities that have a lot of quota additions did WAY better at preference than it was anticipated they would do. That's not a bad thing. If everyone made quota, that's the goal. Just because some groups got quota additions doesn't make it unfair. And honestly, the groups that get to invite a lot of people back do so because their return rates aren't as high as the upper tier recruiting chapters. The goal is to invite back enough people so you have a reasonable chance to make quota. It's not subjective.
