They can't take a bigger pledge class to get their numbers up through recruitment. All chapters are given the same quota, no chapter can bid match to more than that. Quota additions are placed for the benefit of pnm's to guarantee that everyone who ranks both their pref houses gets a bid to one of them, and those will take a chapter above quota, but it's a recruitment formula, not a chapter strategy to take more members. If DPhiE needs to get their member totals up, they can only COB, not take more during recruitment.
