The number of bids to be given out is never predetermined. Quota is only set after pref when all pnm's have signed their cards. Quota for each house is always the number of pnm's signing cards divided by 18 (the number of sororities.) So each chapter can take UP TO that number, but some chapters will take more than Quota, called Quota Additions. Quota Additions is how every pnm is guaranteed a bid if she ranks both her pref houses, or just the one if that's all she has. You are not guaranteed your first choice but you are guaranteed a bid to one of the two. If you only put one house out of two on your card you are not guaranteed that bid. This year Quota should end up around 85, give or take. Let's see if I'm right.
