No, not really. The post is saying that using hoco pairings to rank houses is not really a good factor to use. I think if you take the time to actually read it and digest it, it's not sour grapes about who is paired with who. Rather, the ones that aren't in the top recycling bubble don't actually care to be in that bubble because there is a known "reason" to why these houses seek each other out...and that's ok. But the idea of the post is to say don't crap on other houses because they aren't interested in participating in that kind of behavior or expected behavior.
