yes that is exactly how it works. if 9 girls graduate in december, then chapter total decreases by 9 (plus drops). if chapter total is below a certain Panhellenic decided number, then houses are eligible to hold spring rush. every chapter has their own rules in regards to spring rush and whether their HQ makes them do it or not depending on membership numbers houses are more likely to hold spring rush if: a) more seniors graduated than usual b) had multiple girls dropping throughout the fall or during the break c) were under quota on bid day
