Pretty sure Panhellenic made open-house style rush mandatory for ALL sororities last year, but it wasn't required that they ALL give out bids. That said I know how houses that weren't planning on giving bids to girls who they really liked. DG DDD AOII DZ PIPHI DPHIE XO AXO KKG SK and PHIMU all gave out bids I'm pretty sure.
