She was in your PC16 in fall? And now is in a different chapter in spring? If so, no that is not allowed. She has to wait a full year before joining again, so she won't be able to be initiated. However some chapters (aka gamma phi beta last year) took girls in spring who dropped in fall and initiated them the first week of fall so they didn't break any rules, but basically claimed them so that they couldn't rush again in fall. So my guess is they won't be initiated yet. You can always report to Panhellenic Membership Vice President to look into it. :)
